The above looks for bugs in installation-reports which have the given subject. This actually searches for bugs in src:linux which have the given subject: https://bugs.debian.org/cgi-bin/pkgreport.cgi?archive=both;include=subject%3AACPI_INITRD_TABLE_OVERRIDE;dist=testing;package=src:linux and returns the expected result. You're right that searching by subject across all bugs would be useful; this used to be possible with the search interface, and will be possible again in the future.
