My understanding is that we're going to make a minor revision to option
D and vote. Steve and Don wanted to see option D on the ballot, and
Keith is incorporating some of my feedback.
I don't think this discussion is what is blocking progress; I think
we're just waiting on Keith at this point, and some other TC members
including myself have agreed to help out if he gets busy.
