Assuming that by "the delegation text" you're referring to <https://lists.debian.org/debian-devel-announce/2013/12/msg00004.html> (which is the most recent one I'm aware of), note that the set of responsibilities listed as being delegated does *not* include *deciding* technical policy. So while they have other responsibilities besides the maintenance of the document, there's nothing in the delegation that conflicts with the idea that the TC should rule here. (The details of that particular delegation were not uncontroversial, anyway - see follow-up discussion on debian-project last month - but for reasons unrelated to the present question.)
