I don't think you can unilaterally terminate a vote, but the vote can
end early if "the outcome is no longer in doubt". If there were an two
votes in addition to Ian's and Don's ranking Further Discussion above
all other options, that would be the case. (Four of eight votes with
FD ranked above all other options would exclude all other options in
step A.6.3 of the vote tallying, leaving FD the only undropped otpion
in A.6.4, and hence the winner)
