I suspect you are significantly overestimating the amount of work that list moderation takes. I enabled it for pkg-shibboleth-devel and set auto-expiration on held messages in Mailman so that I only have to go to the Alioth list page to approve something that needs to be approved. It's been in place for a couple of months and other than ignoring the notifications of held spam, I've only had to approve one post. I just automatically whitelist anyone that I have to approve, which makes the problem reduce quickly over time.
