I read our current policy different (at least the release policy): A package could only be in main if all of its (build-)dependencies can be fullfiled in main, and if it is free itself. Otherwise, it goes to contrib (if free) or non-free (if at least distributable). IOW, there is no difference if a dependency was kicked out from main for being buggy, or if the dependency sits in non-free.
