In that context the question we're trying to resolve is analogous to: is this a forest, or a parking lot? Getting back to my own views on this: I don't think a decision to put ndiswrapper in main or contrib is going to violate the social contract. The way I read the social contract, both can be a valid decision. I'm more interested in making the best decision (and the social contract is one of the things I'm using to judge what "best" means). And I can be convinced that we should temporarily leave ndiswrapper in main for hypothetical uses. I think that the long-term decision about where ndiswrapper belongs should be consistent with what people do with it. Contrib is for free software, I don't think moving any free software to contrib is "bad". It's just a signal to our users that they are expected to install non-free software if they want to make good use of the package. I think it's perfectly reasonable to put dosemu and wine in contrib for that reason. I also think it's perfectly reasonable to leave dosemu and wine in main if many people find them useful without having to install non-free software. I do NOT think that this is any sort of alarming issue requiring immediate action -- I'm far, far more concerned about the long-term value of these decisions than I am about what things look like next month.
