Um, citation needed. It's unclear to me how the listmasters would enforce such a prohibition, such as ejecting f2fs-tools and btrfs-progs from the Archive because it violates their ban. Last I checked, this isn't within the scope of their authorities. IMHO, if they want to make this a Thing, it needs to be promulgated in a Debian Policy document, and not be a silent prohibition. > If you're not sure, discuss with listmasters.
