The "nocloud" images are failing to build and subsequently blocking the
upload job. You can see more details at

So there are two issues:
1. The nocloud jobs need to be fixed
2. The pipeline needs to be fixed such that uploads don't depend on
every build being successful. The other successful builds should be
getting uploaded.
The recent fix to limit the apt transaction size in the "generic" images
should be applicable to nocloud as well, thus fixing (1).
