/etc/issue is definitely NOT the formal way to check the distribution. The administrator is supposed to edit /etc/issue to some site-specific message. As others has pointed out, lsb_release should work on all distributions that support LSB. (And all decent distributions these days should support LSB, Debian's LSB support is optional.)
