Please see Preferences (or Configruation ?) -> General Preference->
Sending, there is encoding options there.

If you still meet the problem, you can try force it to GB2312.

I haven't met any problem in this area.

BTW: you'd better post a screenshot or give a link to screenshot, to
make things clear.
