First of all, thanks for reporting the problem you're seeing. It's surprising. As 10.2.0 is the current release, I'd expect all files to be on all the mirrors right now. I've just tested here using a nearby mirror, and creating all three of those ISO images worked for me here. I also checked again with -12 using http://deb.debian.org/debian/ as a mirror; that was slower because of the slower mirror access, but it worked for me too.
