They (650-MB CD blanks) are available (or at least, they were, last time I looked -- about a year ago) but you have to search for them. They are not readily available at your favorite supermarket, the way 700-MB blanks are.
They are needed because some very old CD drives will not read the 700- MB disks.
This may be a problem in some 3rd world environments (including, sadly, many K-12 schools in the United States).
