Don't know - it's certainly how I would do it. Why do you think it's not good? If you want the contents of *several* CDs to be available under just one URL (instead of one URL for each CD), maybe look at the apt-ftparchive tool (package "apt-utils"); it can create the appropriate Packages.gz file.
