The .iso file is not a Rar file, it's - um - an .iso file! ;-) The filetype is probably just associated with a software on your computer which can read archives like .zip, because .iso files (like .zips) are archive-like files which contain other files. Please have a look at <http://www.debian.org/CD/faq/#record-windows> You should definitely use a method similar to the ones described there to write the CD - "extracting" the files inside the .iso with your Rar-reading software will leave you with a freshly burned CD which doesn't work...
