Hm, before the second line above it should load /usr/share/texmf-texlive/tex/generic/xu-hyphen/xu-ukrhyph.tex first. Does this file exist on your system, and does kpsewhich --progname=xelatex xu-ukrhyph.tex find it? Does anyone on the list know how xetex diverts the hyphenation patterns?
