The problem is, that if you have xmltex installed, an upgrade from tetex to texlive freezes the system. I think this is worth addressing quickly, since it is very annoying to have to restart the system. As I understood from Norberts comment, fixing xmltex might take a while. So, at present, it would be nice if tex-live-bin would conflict with xmltex, because it is impossible, as far as I can see, to have both on the system.
