Sorry, I disagree. Moving symlinks or simply removing them should work.
update-rc.d is known to only write if no symlinks exist any more.
Forcing removals of symlinks on upgrade made this an issue - I fear the
moval needs to happen more careful than with an upgrade-rc.d -f remove.
