sbuild never looks past the first branch of an or'ed build-dependency. This is a known, long-standing behavior, and is fairly desirable in this case anyway because we don't want a package uploaded to unstable that's built against an obsolete libsdl-ttf1.2-dev package. At minimum, please reverse the order of these or'ed build-dependencies; at best, please drop libsdl-ttf1.2-dev from the list, since it's obsolete.
