Hello, you are running unstable/testing, so this are things that can happen. The severity is never grave: kicad has never been in stable, so i don't need to provide an clean upgrade inside testing. kicad-common 20060626 included the helpfiles. in kicad 20060828/20060829 they got splitted out in different language packages. the kicad-common 200608... no longer include this helpfiles.
a simply apt-get remove kicad-common && apt-get install kicad-common should fix it for you. so i go to close this bug.
