Actually the other way around:
% apt-get build-dep apcupsd
% apt-get source apcupsd
% cd apcupsd-3.12.4
% debuild
everything works, BUT
% apt-get install pmake
% debuild
/usr/bin/install: cannot create regular file `/sbin/apcupsd':
Permission denied
I guess you need to Build-Conflict pmake or change the configure test.
