Since "synch" files required to proper hardware operation are just USB traffic
samples sniffed from initialization exchange between non-free proprietary
driver and hardware device, they should be considered also non-free. Although
they aren't included in the package nor the package is technically depends on
they, there is obvious usability dependency.
Sadly, i consider the package should be moved to contrib.

No, it does not. The modem uses this data, not the driver.
