You are correct that the problem cannot be fixed with dpkg-reconfigure (though I'm not sure why); you should be able to fix the problem by either purging the package and reinstalling it, or manually editing your debconf cache, or calling dpkg --configure with the debconf env var that forces all questions to be re-shown.
