No, latex-ucs-doc should not start shipping directories that were symlinks all the time. What's your version of latex-ucs-doc? If it is 20041017-5 or older, then this is a duplicate of #388376. Please upgrade to 20041017-6 in unstable where the bug is fixed. If it still exists with 20041017-6, that's a different issue.
