Actually, the key word here is *data*.  Not everything that is
architecture-independent is data; there are architecture-independent config
files in /etc/ architecture-independent scripts in /usr/bin, and
architecture-independent support scripts ("internal binaries") in /usr/lib. 
While it would probably be more appropriate for rpmstrap's files to be
stored in /usr/share/rpmstrap, I don't think it is inappropriate for them to
be stored in /usr/lib and this should consequently not be treated as a
release-critical issue.
