or instead of PYBUILD_AFTER_INSTALL use debian/python3-zigpy-zigate.pyremove file with each directory to remove in a separate line. That said, I don't see a reason to add it or PYBUILD_AFTER_INSTALL at all. debian and build directories are not installed into dist-paclages in my sbuild env.
