This is a regression in the latest package update. See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1073692 Seemingly those changes were dropped by accident.
The addition of the epoch looks spurious as well.Usually, the addition of an epoch should be discussed on the debian-devel mailing list.
