After carefull inspection of https://trends.debian.net/ and 
https://codesearch.debian.net/,
this feature from (deprecated) CDBS that had been deprecated since 2010 have
been finaly removed.

simple-patchsys usage is completely gone.

The lintian autopkgtest is now failing.

Please stop testing for /usr/share/cdbs/1/rules/simple-patchsys.mk

The end goal is to continue to continue to slowly trim CDBS usage
and give remainder of this tool to Haskell team
who are the one main user left unless they have other/better plans.
