The message "error: unable to execute command: Killed" is likely due to running out of memory. My build on sid has continued further than yours, but I have 64 GiB of RAM in my workstation.
Your build failed while compiling Kernels.cpp, which is a ~70 MiB generated source file. While watching the build proceed in top, I've seen clang take >5 GiB of RAM to build one translation unit.
If my build completes successfully, I will be downgrading the severity from 'serious' to 'wishlist' (unless there are objections raised). I feel that the rocblas build should be more efficient in its use of system memory, but I don't think that's worth kicking it out of Testing.
