Bug#1093826: python3-pil: basic import fails

The build log shows that the .so files are getting installed but the .py 
files (including Image.py, hence this error) aren't.

The Debian build includes 'rm pyproject.toml', so this *might* mean 
upstream has started putting something essential in there.
