p-m-s migrated (although it would break phosh-plugins) so lets have phoc
migrate too so we have an installable set.
Why was this reopened? Shouldn't it be marked as fixed in 0.44.0-1, which is not
an RC release? This is blocking phoc from migrating to testing, which is
blocking the wlroots transition from finishing.
