I think this is essentially the same bug as #1091934, except that in
the Meson-built packages (#1091934, etc.) the build failed early when
pkg-config failed, whereas in CMake-built packages (#1091959) the build
continued and then failed later because wlroots' required preprocessor
flags were missing.
