It seems "cinder" picked up the duplicate google-api-client because of some updated PyBuild magick ... I think you'll need some debian/py3dist-overrides magic until the duplicate is removed. It also mean that maybe the new package has a more standard/heuristic compliant name; but I don't think a pedantic rename is worth a big migration (but that is not my call). More packages being rebuild along the time and this problem will get worse.
