Python 3.13 removes a large amount of so called 'dead battery' libraries
from the standard library. As such, code that imports these libraries
will no longer work in Python 3.13, which is the targeted version for
Trixie.
The following removed libraries were found in this package:
telnetlib: ports/cc3200/tools/update-wipy.py:22

While this is indeed true, and the case even in HEAD in the upstream
repository, this is code that is affecting the "cc3200" port. The Debian
package is building the "unix" port, and is therefore not affected by
this issue. The "update-wipy.py" file is not required to build the
binary package, and is not shipped in it. This is a real bug, but not
one that is affecting, or will ever affect, Debian.
