OK, that's a fun challenge. The upstream has changed everything including the name since the tss2 days https://github.com/kgoldman/ibmtss However, it now comes with an autoconf system, so it's pretty easy to package for debian. This was my attempt: https://build.opensuse.org/package/show/home:jejb1:TPM/ibmtss lintian thinks it's pretty much OK apart from some troff warnings inherited from the upstream man pages.
