Yup, can confirm. I can't see a way to fix it without a new
qemu-system-misc build, apt --fix-broken install or apt-get -f install
don't work:

I can't even remove opensbi:
# apt remove opensbi
You might want to run 'apt --fix-broken install' to correct these.
