This seems really broken. As a sysadmin I would definitely expect to be able to repoint the /bin/sh symlink and have that preserved. I hope we choose to move back to a situation at some point where it does not require diversions to get that behavior. In my mind that is an even higher priority than say avoiding bootstrap tools needing to create a /bin/sh symlink.
