but /sbin/ip no longer exists:

  The legacy /usr/sbin/ip symlink has been dropped. /usr/bin/ip has been
  available since Buster (oldoldstable) and can be used unconditionally
  everywhere.

As said, it should have been replaced since oldoldstable!
