Hmm, my interpretation is as follows:
The author states that "the package is under GPLv2"
The package consists of what you download from the sf page, *and*
in addition all files actually present are also listed
in the FILES.
conclusion: all files are under GPLv2.

There are formats jpg and eps. So I wouldn't assume. A simple "Save as"
normally is enough.

If you do not agree with my above interpretation, well, so be it. Should
we do this or the maintainer of pgf?
