Looks like this was introduced by 1:1.3.dfsg-1, as it can be reproduced in a minimal sid chroot by installing it from https://snapshot.debian.org/archive/debian/20231118T151103Z/pool/main/z/zlib/zlib1g_1.3.dfsg-1_amd64.deb and then installing texlive-base: <...> Processing triggers for tex-common (6.18) ...
