That's because the bts infers which suites are affected by "reading" the changelog. I filed the bug against 1.74.3-1, but that's not an ancestor of 1.76.2-3, so it considered the bug as not affecting the uploads after 1.74.3-1. If you look at the affected versions plot in the bts, you even see that it's completely missing, the bts doesn't know that 1.74.3-1 even existed. The migration software (britney) gets it's information from the bts of course.
