FWIW, the premise of the bug is wrong, there is no
software-properties-kde package anymore and the -qt
one replaces it, so we must use unversioned Conflicts
and Breaks as per policy requirements.
No need to confuse the solver by pretending there should be an upgrade
avilable to a package that doesn't exist anymore.
