Hi,

FYI, this only happens if using python3-django 3:4.2.2-1 (form 
Experimental), it works perfectly with Django 3:4.2.2-1 from Bookworm / 
unstable.

Also, what fails is:

/usr/share/openstack-dashboard/manage.py compress --force

meaning that the issue is probably not in Horizon itself, but in one of 
the packages doing the JS / CSS compression.
