I'm not the maintainer of manpages, but this would be logically the
correct solution and I'm quite sure that this is the correct one.
Reverse, I believe manpages-dev should declare:
Breaks: inn2-dev (<< 2.7.0-1)
Replaces: inn2-dev (<< 2.7.0-1)
