It is not generated. If you can come up with a better file that is fine.
This was just a helper because otherwise bugs about the copyright file will be 
ignored by most maintainer unfortunately.
I guess the rule was to use a wildcard when it is possible.
You can certainly list every file but then the copyright file will be much 
bigger.

And more important, because without this I can't take the file "as is": How am I supposed to update the file when authors release a new version?

You look at the diff and check for license/copyright changes.
At least this is what I do. I do not know of any good tool to do it.
