Looking at the armhf regression, has there been any change in the
autopkgtest infrastructure when it regressed?

Yes, we upgraded the hosts to bullseye and we changed to our current host.

The autopkgtest passes for me on amdahl.

The tests are also run as part of the package build, and in reproducible
they have been reliably passing on armhf:

Considering that the regression happened around the migration to the current host it may be worth while to explicitly mention that the host that runs our armhf tests is very powerful, see
https://metal.equinix.com/product/servers/c3-large-arm64/
i.e. 80 cores, 256 GB RAM. I've seen other tests fail due to not handling that much cores or memory correctly.
