This is not a general 32-bit failure. armhf is passing tests. Probably severity: serious is overkill for this problem. The test failure can be ignored for the purpose of package management by simply skipping test_io.TestIOSelf and test_io.TestIOWorld on i386. The other 1172 mpi4py tests are passing on i386.
