I realized there might have been some bug fixes in Packer and started testing using the newer version of Packer. After a few adjustments (namely, removing disk_interface and setting cdrom_interface to virtio-scsi in the template) this finally worked as expected. So now I have an even bigger reason to upgrade our templates :-) Feel free to close this bug as "not a bug" or whatever makes sense. Sorry for the noise!
