xxdiff is an entirely C++/QT based application.

However it is accompanied by a number of useful, but optional, scripts
primarily in Python, which are shipped in the xxdiff-scripts package.
These have not yet been converted to Python3.

I considered simply dropping the xxdiff-scripts package, but as the
Python2 interpreter seems to stay around for the bullseye release, I
think it is in the interest of our users to keep xxdiff-scripts until
upstream gets around to make the conversion to Python3 or Python2 goes
away for good. To that effect, I'm lowering the severity of this bug.
I've uploaded a modified xxdiff that does not depend on the python
package or the existence of /usr/bin/python.
