Export or reexport to countries subject to U.S. embargo or to entities identified on U.S. export exclusion lists, including, but not limited to, the denied persons and specially designated nationals lists is strictly prohibited. This is also repeated in French. The mirrors in the US may or may not implement this kind of restriction, but I do not think that the Debian mirrors in Canada (for example) restrict downloads from Cuba. Note that this is different from the clause in the DLJ, which could just be interpreted as a notice about US law. This problem was brought up with Sun [1], but they did not respond.
